meb user ID's broken?

I noticed after user 418 it skipped to 420 then skipped to 428 then went to 429 like it was normal again. It skipped nine user ID's that don't exist is this normal or?

Skipped users have not authenticated their emails yet.
Because this site is not normal, sometimes the confirmation email is not sent. (In fact I have one ghost account due to this problem.)
